在一架飞往迈阿密的飞机上，坐满了形形色色的人；有被迫退休要去领“杰出成就"奖的警校校长拉萨德，还有陪他同去的一群出色的学警，也有那位热衷功名，一心想爬上校长职位的哈里斯，还有一伙窃贼。下飞机后，拉萨德错拿了装有钻石的行李，故事应此展开。盗贼一心想拿到钻石，而队长哈里斯一心想出风头挤掉拉萨德，警员们以无事找事，闹出一个又一个笑话，惹起一场又一场风波。恼羞成怒的强盗劫持了拉萨德，扣为人质，哈里斯等官僚胡乱指挥，屡屡受挫。最后，警员们抛开这些昏头昏脑的指挥官，各自施展解数救出了校长，擒获了盗贼。在阵阵掌声中，拉萨德官复原职，警员们均获提升，新的生活向他们展开……
